Update post: I called just after 5pm and spoke to a guy who said he saw my account had no limits and was verified but I was still limited from receiving payments as if I had limits. He said he was going to pass me onto someone else. After an hour and 45 minutes on hold, my phone ran out of battery. I called back immediately to another person who said similar but because I was on hold for so long he put me to the side so he could speak to the department he needed to directly and I wouldn't be on hold - which I liked, kind of annoyed being on hold for so long. Then he got back to me in 10 minutes, and said the department we needed closed at 7 (While Id already been on hold for an hour and a half) and he left them a ticket and they'd respond within 72 hours. So, fingers crossed, although it's already too late and I'm 355 bananas down. On the plus side, PayPal's legal agreement does not cover their **bleep** one single bit when it comes to losses due to their technical problems, so it's perfectly fine to sue them which I would fully intend to do. Dont forget to sue paypal if they **bleep** with you.
