Paying through "Goods or Services" requires you to pay a fee, which should be deducted from the amount you're paying. The amount of the fee depends on where you're making the payment to (International/Domestic) However, Paying through Friends and Family, requires no Fee "UNLESS" the payment is funded by a credit card, involves a currency conversion or is a cross-border payment.

If you win a dispute and the seller does not refund then paypal will refund you under their buyer protection programme.

A seller can only issue a refund via funds in their paypal balance or an echeque. So if its an echeque it has to clear through to the sellers paypal account and then it is credited to you and the hold lifted. So it is marked as pending until it has cleared. If it does not clear then get back to paypal and inform them as "if" you met the criteria of buyer protection then if the seller does not refund you paypal normally do.

Paypal just give you an estimate to when you should expect your money back. It all depends on the sellers account, and whether he has money available on his paypal account which in your case looks like he doesn't. So what happens is, the refund you are expecting is coming out of his bank account. That should take about 5-7 days. And it could take longer, thats just an estimate aswell.
