Hi there, I also encountered this issue when adding a card to my paypal account. After contacting the card issuer they confirmed me that paypal is using unsecure transactions for this verification charge. Meaning they do not send the CVV2 code with the transaction. The reason my bank refused the transaction was that, by default, their policy is to limit the unsecure transactions amount per day to 0. So all I had to do was to temporarily raise that limit in order to cover the 1.5 euros amount. If you contact your card issuer make sure you ask about unsecure transactions amount limit.
