Paypal have a faulty credit card security system which flags certain cards for no logical reason. Check out my last post in this thread: https://www.paypal-community.com/t5/How-to-use-PayPal/view-limits-button/td-p/4280 It may or may not be the cause of your problem. Yours might be solvable, but don't expect any help from Paypal on this forum. Call them up instead.
