Trying to put my credit card on and it says It's on another account but I've never put it on any other account.
Paypal have a faulty credit card security system which flags certain cards for no logical reason. Check out my last post in this thread: https://www.paypal-community.com/t5/How-to-use-PayPal/view-limits-button/td-p/4280
It may or may not be the cause of your problem. Yours might be solvable, but don't expect any help from Paypal on this forum. Call them up instead.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
