Hi asaf,   Sorry to hear this happened to you. I would definitely recommend you to open a dispute since the item you bought is not as the one described by the seller. You will be communicating with the seller directly in the dispute; however, if the seller is still not willing to help, you can then escalate it to a claim. Hi dinhhang89,   Welcome to PayPal Community Forum!   If you have a PayPal account registered in Vietnam and want to receive an item in a US address, unfortunately it’s not an option. Hi Gavin_marcus,   Welcome to our community forum!   Yes, Kernowlass is right! Let me just add that you can request a refund up to 60 days after you pay for your item. If the seller won't refund your money, you have 45 days from the date you paid for your item to file a dispute.   Here's how to file a dispute:   Log in to your PayPal account. Click Resolution Center. Click Dispute a Transaction. Select the transaction you want to dispute, and then click Continue. Select I have a problem with an item I purchased or I want to report a transaction that I didn't authorize. Click Continue. Follow the instructions to finish opening your dispute. Hi RogueWraith909,   Welcome to our community forum!    This sounds to me like you have a pending authorisation in your account.   When you have authorised a payment to a merchant, you have agreed to make a purchase for a specified amount. With a basic authorisation, your payment will show as 'Pending' in your PayPal account until the merchant captures it. A capture is when funds move from your PayPal account to a merchant's PayPal account. After the capture the transaction will show as 'Complete' in your account and you will be notified in an email from PayPal that your payment is captured. In my experience, merchants can capture the payment straight away; however in some instances they may need to capture the payment at a later date.
