This actually worked, but i had to use "sellers preference" from the Summary page.  From there I went to API and removed third party.  Then I went back in to paypal debit and gave permissions for view balance, then transfer balance.   I have been on the phone for weeks with customer service and they could not help.  THIS ACTUALLY WORKS!! ... Someone has found a fix to our issue!!   Go to summary on your paypal page, then select "seller preferences" from the left hand side, the select API and click the drop down by "view third party" and select remove third party.   THEN go to your prepaid account and when you log in, it should be a screen asking you to "allow" .   THIS WORKED FOR ME AFTER ALMOST 6 MONTHS OF FRUSTRATION! ... I had this same issue.  It was an iphone, and the payment is pending, paid by a different name than the buyer and is also NON US and UN verified.  Whats so awful is that I cancelled sale and then the SAME buyer, using a different user name has purchased the phone 3 times now!!!  UGhghghg.  I am having to keep cancelling the sale.  I wish Ebay would give us back the option of blocking ZERO feedback buyers.  I would only use that option in cases like this.  But it would STOP buyers who are obviously fraudulant.  The buyer also wanted me to ship the item the same day and said THEN I would get my payment.  HA!  Yeah right. ... I have a cell phone for sale, the buyer bought and asked me to shop BEFORE paying.  Said I would get money once he received the phone!  HA. Not gonna happen buddy.  So I immediatley canelled this sale.  Unfortunately, his payment, which was not made by him , but made by a NON-US, UN-Verified person, is still pending after 7 days!!   The same guy bought the phone AGAIN after I relisted, used his same last name but switched up the user name a bit, but I still recognized the name.  Same Miami address from the first guy.  THis time , the payment is still pending and from a DIFFERENT person, but they are still NON-US and Un-verified.  What can I do??  I've been charged final value fees TWICE now, for the same person, same phone and both payments are still pending.  I'm not sure how long the payments will remain pending???   Any advice?   I also wanted to block ZERO feedback buyers, to prevent him from changing his username again.  I thought the option to do this used to be on the buyer requirements section?  I do not see that option anymore. ... I am and HAVE BEEN having this problem too.  For about 3 months now.  I have even gotten a new prepaid card thinking this might help.  BUT NOPE.  And the responses I've gotten are that there is NOTHING wrong with my prepaid account and to contact paypal.  This appears to be a problem for several people. ... Yes I am having the same issue for about a week now.  I've had this happened a couple of times over the years, but usually by the end of the day, the transfer will work.  Well NOT this time!   I've messaged customer service and all I got back was "instructions on how to perform a paypal instant transfer"...It's like, DID YOU EVEN READ THE PROBLEM I EXPRESSED TO YOU?????    So frustrating at this point.  I like the convenience of this debit card!! ... Is anyone having issues with the paypal instant transfer option on the paypal prepaid site? I have been having an issue for about a week now, and I've sent a message to customer service and all I got back was "how to perform the instant transfer".  That's not what I asked.  I get an error message that says "unable to perform the instant transfer at this time, if problem persists, contact customer service."  ...
