It turns out that the customer disputed the payment, yet kept pestering me to refund money. Eventually, the customer canceled the dispute with PayPal and I was able to complete the refund. PayPal could do a better job of explaining exactly why a payment is "pending". ... View more

Thank you for your quick answer. Point 1 doesn't apply, since I'm refunding directly from PayPal, using PayPal Refund, not via any bank. Point 2 explains that a delay can happen due to the time it takes to do the bank transfer of the customer to PayPal. That makes sense to me, but how do I find out the current status? How many days does it usually take to complete such a payment into PayPal? My customer is worried, and I don't have an answer for him. I'd either like to give a general assurance, like "it will take about 10 days" or a specific assurance, like "it will happen this Thursday". ... View more

The title says it all. My customer paid me $36 for three consultations, but only used one, so I need to refund $24. But PayPal refuses day after day, saying the payment is "pending". I'd like more specific status information, or help in getting the refund completed. PayPal doesn't seem to have a human-run customer service center that could move this along. Specifically, does "pending" status have an estimated time to completion associated with it? If not, why not? Can "pending" status last forever? I don't see a way to submit a written problem report to PayPal on their website. Answering their "help" questions takes me in circles and there is no category about PayPal bugs in their Help. A customer living in Virginia, USA, tried to submit a payment to me through my website (which uses a PayPal Instant Payment Notification (IPN) script). This happened today, Oct 11. The IPN did not report a payment to me, and the customer got a "cannot access /cgi-bin/webscr" error message probably the same as a customer in Italy who previously could not pay on Oct 8. My payment frequency is low. PayPal provides such little information in its error message that it is of no help to me to discover the problem (see screenshot). This problem is something very recent, because PayPal has worked for my company satisfactorily for 14 years. I last had a successful payment through PayPal on Oct 2.   The PayPal website has a notice saying "We're currently experiencing technical difficulties which are causing an interruption of certain services for our users. Our technicians are working to get the system back up and running as quickly as possible and we apologize for the inconvenience." Is this an example of the current problem? When will it be fixed? "Unfortunately, that option doesn't lead you anywhere." It  works for me as a workaround for the missing customer names bug that just started. But the link says that Classic view will only be available for a limited time. PayPal is so stupid! I'm in the process of moving to Stripe, which is delightful. ... View more
