I have been battling with email notifications not being sent and this is what I did to fix it. History: I added a new email address and confirmed the new email address. Next I made this new address my primary address. This new primary address is now the login address used to sign in. The password did not change. This is when my notification stayed on the old address and would not go to the new primary address. I tried many things including adding new address, deleting address, confirmed all of them, even removing all but the new address and it still did not send me notifications of when someone sent me a payment. My conclusion came when I noticed that when I went to Settings>Notifications>News and Updates- It was not keeping the boxes checked when I changed them. In the new version of PayPal in works differently that the classic version(I was using the new version). For example I would check the box <Developer Updates> and if I left the page it would not stay saved. To fix this problem I went into the Classic version by going to <Classic(lower right corner of page)>Settings icon upper right corner>(takes you back to new version) Next to your name there is now a "edit" button, click it>Hit Cancel on the next screen asking to change name>Now there is a list of options on the left side with "Personal Info........Notifications"- go to Notifications>Make suer under "Payments"- all are checked and under " News and Updates" check "Update from Developer" (may not be needed?). AT THE BOTTOM CLICK SAVE FOR IT TO UPDATE YOUR SETTINGS. Now of you sign out and sign back in you will see in the new PayPal window will now have your saved changes.
