Anyone else encountering the same problem? I can't seem to file a dispute. I tried last week, yesterday and today. I'm still getting the error message that there's something wrong on PayPal's end. Yeah. The CC issuer has the last say. So there's nothing really PayPal can do but follow the CC issuer's decision, which is ALWAYS in favor of their client, the buyer.   Even if service is rendered and you sent all digital files needed by the client, there's nothing you can do.   That's why it's better to use irreversible payment methods like cryptocurrencies.   PayPal is still the best way to receive payments for selling stuff online. It's easy to integrate, a lot of users are already using it. But for freelancers, it's a big mistake to use PayPal, specially if you don't know your clients personally. Like if they are living in another country, you'll never know that they will file a dispute after a few months. After they wasted your time doing work for them. A friend of mine who was using PayPal since 2007 encountered the same. She did a web design + programming work last April. The client paid $2000. After 4 months, the client disputed the transaction. The client won of course, because services and digital goods are not protected by PayPal Seller Protection. There's nothing we can do about it. If we provide services / digital goods, we should NOT use PayPal. PayPal are NOT for freelancers. They have this fake marketing gimmick that freelancers are protected: https://www.paypal.com/ph/webapps/mpp/freelancer   Screenshot in case PayPal will take down that page    But the truth is, if you're a freelancer providing services, then too bad for you. PayPal's customer support reply to this problem, after attempting to send 0.01 (I have more than 15000 in my PayPal and I can't even send 0.01):   My name is Donna, a PayPal Customer Support Specialist.   I can sense your desire to send using your PayPal balance and it did not go through. Let me look on to it and see what happened.   I reviewed your account and I saw that your P0.01 PHP is being blocked by PayPal’s Security Program. Our anti-fraud practices and transaction reviews, while in place for the good of everyone, occasionally affects an account in good standing such as yours.    Let me share with you that our security system looks at the patterns of payments, what the payment is for, to whom it will be sent to, you access your account in a different location or if a different computer was used for a specific transaction, etc. which is similar to how Banks and Credit Card companies work.    You have my assurance that your PayPal account can still be used for future transactions. As a business, we would also like this payment to go through because that's how we earn money. If you’re confident though, you can definitely use a different payment processor outside PayPal only for this transaction. We'd rather prioritize your security than our profit.   Alternatively, to reduce the chances of your payment being blocked, it is still your option to ensure that you are making the payment using the computer that you have used before, to access your account using a secure connection, and to use a different browser.   PayPal does not do face to face transactions and since there are literally thousands of transactions that happen every minute, then a person cannot manually check if each transaction is legitimate. You guys are not alone. PayPal said this is a security feature.   Anyway, we can still use our funds if we ask the merchant to send us an invoice. But if you pay someone directly or if you create a billing agreement, you can't, which is a pain in the **bleep**. ... View more
