Then change the whole policy to...  that  Pay Pal can and will hold money that moves between two users which may cause delays due to a judgment made  in secrecy by Pay Pal and if Pay Pal feels like it, the money will be absorbed and one user will be charged for a loss Pay Pal  wants to claim as a loss which may also be covered for by whatever insurance covers pay pal  for loss or damage....   Seriously read the new policy changes... Here... About actions and holds   -right boss? I mean, money peddlers, holders,keepers,finders,...   Seriously ?     Actions by PayPal - Holds.
