The risk managment and security of a large corporation should not be shouldered by the customers that pay to use the service provided. It is a very sad situation and if it is Pay Pals interest to protect money and stop crime from taking place. Then change the whole policy to... that Pay Pal can and will hold money that moves between two users which may cause delays due to a judgment made in secrecy by Pay Pal and if Pay Pal feels like it, the money will be absorbed and one user will be charged for a loss Pay Pal wants to claim as a loss which may also be covered for by whatever insurance covers pay pal for loss or damage....
