Add your mobile number to your PayPal account so we can reach you right away if we ever need to verify account activity with you. Simply log in to your PayPal account, click "Profile" near the top of the page and then click "Update" beside "Phone." You can also make and receive payments with your mobile phone when you add it to your PayPal account. After you confirm your number and create a PIN, you'll be able to get money, send money, check your balance, or manage your account from your phone using simple text messages. I don't know if she did something on her end, or if the recent change in the 'checkout' pages made the problem go away, but the issue is resolved for me. The woman on the phone did confirm that at least one of the ghost addresses I was seeing was used as a 'gift' address, but there's no way for users to modify those themselves, looks like. TL;DR version: contact the normal customer support, when you get an email telling you to check the FAQ, respond to that email with your issue again, and it'll get fixed.
