The Automated Clearing Houses used by banks in Europe only support withdrawals in the local currency of the country your account is registered to.
For this reason, money withdrawn from any foreign currency balance(s) in your PayPal account will be converted to British Pounds before reaching your bank.
The only exception to withdrawals always being in the local currency, is in the case of US bank accounts I am afraid. The withdrawal currency is always set to US Dollars by default.
