I sold an item to a customer for £10.99 and posted it to him (untracked,by Royal Mail). He complained that it had not arrived, so I posted a replacement. He then opened a dispute with Paypal, on the grounds that I had posted it to the address supplied by Paypal, and not to his new address, which he believed he had supplied. Neither of his communications requested that it should be posted to an alternative address, and even if they had done, this woul have been contrary to Paypal policies. The dispute procedure provides no means of dealing with this position, and when I tried to call Paypal for guidance, I could not find any means of speaking to a human being. Any suggestions?
