for this u need to verify your bank account. for this in account--> overview. click verify bank account.then they will ask some details (eg. account no.,and unique code of the branch of band {this code is normally written on checkbook) when u provide these details paypal will deposit 2 small amount in ur bank account. u have to just check those deposit and enter the deposit amount in the overview page.then ur account will be verified and all restrictions will be lifted
