Last couple of withdrawals I've made, the standard message has read ' Your withdrawal request is now being processed. Your funds can take up to 24 hours to appear in your bank account' . Usually this statement says Your funds can take up to 2 hours to reach you account. The first withdrawal I made did take the full 24 hours, I don't know about this one yet, as I've only just put it through. No mention of a security review, just a change to the standard processing time. Have paypal stopped using faster payments? Disappointing if they have.

for me the problem is definitely paypal's mobile site. If I use my ipad to withdraw funds it places it under review, if I use my laptop it goes through immediately, without fail. I read a reply from David the moderator back in october that they thought this might be the problem, suggesting people try their computer but I don't understand why there isn't a notice on the top board, it would save people alot of grief. Of coarse it's ridiculous that a company the size of paypal doesn't have a fully functioning mobile site but at least while they sort it out, if people were informed, they could get quick access to their money. Having had continous reviews everytime I made a withdrawal throughout October using my ipad, since I have used my computer I haven't had one review. There's no way that's a co-incidence.

i don't know if this is relevant to your issue, but I was experiencing these issues all the time and then read one of the moderators posts suggesting that it could be problem with mobile devices. I use my ipad all the time so have now switched to my pc to make paypal withdrawals and haven't had a problem since! It's an absolute pain to switch my laptop on just to use paypal but better than waiting three days for my money!

i had been having the same problems for weeks, had even complained to the FSA then I saw David's post about using mobile devices. I use my ipad for everything now, but I have been turning on my computer just to make paypal withdrawals and haven't had a problem since. Shame the telephone operators don't know about this issue as it would have saved me a lot of grief If I'd been informed earlier on. Is there any likelihood that this issue will be resolved on mobile devices as it is a right pain having to keep switching my computer on just for this?

i've had mine too. Apparently it was because of European Legislation which came into force on the 1st January this year which meant that Paypal should have been offering faster payments as their standard withdrawals option. I don't know whether they have been instructed to repay these fees or because they were non compliant they are just doing the right thing, but either way I'm pleased to get the refund.

That is true, paypal are regulated by luxembourg so if I had an individual case that needed mediation that is where you should turn. However the FSA regulate the Payment Services Directive in the uk which is the law which Paypal appear to be trying to get around with their security reviews, which is why they told me that if enough people complained then that would probably spark an investigation. It may be that they would work with Luxembourg to carry out the investigation but a large number of complaints in the first instance to FSA would initiate a response. They logged my complaint. Judging by the continued reports on these boards, the issues are still not resolved. It cannot be right that every withdrawal you make is subject to security review. That is too much of a coincidence. I applaud paypal for allowing their customers to communicate with each other using these forums though, otherwise we would have no idea of the scale of the problem. I would probably be feeling persecuted if I hadn't learned that others were experiencing the same issues.

If you are experiencing security reviews on all of your withdrawals, delaying your transfer of funds by 24 hours then I would like to suggest that you report this to the FSA. The key issue to point out to the FSA is that Paypal appear to be using a loophole to avoid compliance with the European Commision's Payment Services Directive which, as of 1st January 2012, obliges paypal to allow their customers to transfer funds using the faster payments system. Either paypal are using the loophole of a security review to delay payments because they don't want to make payments that fast or their system isn't up to the job. Either way it's not right that they are using this loophole to delay every withdrawal and it's very unlikely that they are actually carrying out any sort of enquiry on each of these withdrawal requests. This needs to be investigated by their regulator. At the very least they should be made to be honest to their customers about the delays. i have reported them to the FSA but in order for them to launch a general inquiry into Paypal's compliance they would need to have complaints from a large number of customers. If they are logging alot of complaints about the same issue that would then spark a more general enquiry Into paypal's conduct. The FSA consumer helpline number is 0845 6061234 As I said they won't be able to help with your individual case but will log your complaint and hopefully if enough people complain they will then launch an investigation. i really wouldn't waste any more energy complaining to paypal, it's getting us nowhere.

I have also finally been told the truth I believe by a paypal representative, but only after I told her that I had been on the forum and I knew this wasn't an isolated problem. She then admitted that their system wasn't able to process the number of transactions they get, through the new faster payments system. Basically, despite the extortionate fee they charge for using their service, their system just isn't up to the job. But rather than admit their failure they'd rather their customers think that they themselves are slightly dodgy and have been put under security review. ......Nice! I agree that they should be honest and instead of these fake security reviews they should just say that while they try to iron out the issues with their system, faster payments could take up to 24 hours to process. At least we'd know where we stand.
