If you haven't received the deposits to confirm your bank account, it sounds to me that you would have entered your bank account information incorrectly when you were registering your bank account on your PayPal account. Although, you should be able to register a credit/debit card and use this towards the payment that you are trying to send from your PayPal account. Have you tried this already?
If not, you should try registering the card by going to the Profile on your PayPal account and then by going to the Credit/Debit Cards section. From here, you can then press Add Card.
If you think that you may have registered the wrong bank account information when you were adding the details to your PayPal account, you should try removing the bank account and then registering the information again in order to verify your bank account on your PayPal account.
