To me it looks like you have been dealing with a sneaky scammer. The period between February 9th and March 25th is exactly 45 days. The seller knew that you would not start to complain during that time frame by stating that delivery time. So by March 26 it was 46 days and to late to open a PayPal dispute (PayPal disputes must be opened within 45 days after payment).   Did you use a credit/debit card as the funding source for the payment? If so, then you might have one last resort by contacting your card issuer and request a Chargeback/Payment reversal which typically can be done up to 6 months after you paid for something. If you paid with your PayPal balance or directly from bank account then I think your money is lost and you will not get them back.   I could of course be wrong tough and the seller will refund you. But the fact that he/she stated a delivery time frame of exactly 45 days is what concerns me and makes me think he/she might be a scammer.         ... View more

Exactly what was the error message you get from PayPal?   Do you mean that you can not use the card to make a purchase or can you not even add the card and complete the verification process?   What type of card is it that you are attempting to use?   If it is a debit card, do you have enough funds in your bank account? (PayPal will charge £1.50 for verification when adding the card), and also PayPal will make a £1 temporary charge to check if you added correct card information. Have you completed all these steps?   If you have a verified credit/debit card and a verified bank account and a confrimed address then perhaps you have forgotten to provide some basic business information? This can be done under Profile>Business information>Update>Edit. Add some basics there and your limit might be lifted.   Info from PayPal: " How can I remove sending, receiving and withdrawal limits? All PayPal accounts are initially ‘Unverified’ and have limits on sending, receiving and withdrawing money. To remove these limits and to comply with EU law, we will ask you to verify more information about yourself by completing some or all of the steps below: Set up bank funding Link and confirm a credit or debit card Provide business information (Premier and Business accounts only) Confirm your address By setting up bank funding your PayPal account will become Verified. This is a little confusing.   Are you the buyer who wants money back or are you a seller?   Once a PayPal Dispute have been Escalated to a PayPal Claim then the buyer and seller can not respond until a PayPal employee are reviewing the case and request either party for information. PayPal have up to 30 days ( at least thats the time frame I remember, not 100% sure on that tough) to start investigating PayPal Claim cases so 11 days are not out of the ordinary. Last time I had a Claim then PayPal waited 15 days before looking into it and requested me for more information.         ... View more

Premier accounts are for single persons and small businesses where only one person have access to the account. Business accounts are for a little larger corporations where more then one person have access to it. Of course you can also use a Business account if you run a small business as well. But it is not needed.   As for the receiving limit..   When you have hooked up a bank account and verified it and also connected a credit/debit card and verified that one and also confirmed your address and upon request fill in some basic business information and perhaps also send in a scanned/faxed copy of your passport/drivers licence then the £1700 limit will be lifted.   Here is info from PayPal about this:   " How can I remove sending, receiving and withdrawal limits? If you open a PayPal Dispute and the seller do not respond with any message trough resolution center wihin 7 days after opening the dispute then just escalate it to a PayPal Claim and then PayPal will decide in your favour and refund you the money. ... View more

Yes it is possible for a buyer  to send a payment trough PayPal using a credit/debit card by doing a so called guest payment. However the seller/recipient must have an account to receive the money. So if the recipient do not have an account PayPal will send a e-mail notification explaining that he/she must set up a PayPal account to accept the money and start using them.   To send money without a PayPal account just go to PayPal's front page and from there click the link Send Money> Send Money Online. From there it will be possible to send a payment to any email address.     ... View more
