PayPal Community

I tried multiple times with different browsers (30+ years as a computer tech) and Ebay gives this message when trying to make a purchase: "This order was not successful. Order cost has not been included in the total amount."   Ebay says it is PayPal causing this error.   I've checked my PayPal account details, have checked my bank online and have plenty of money in the account to buy this item which is under $10 and have verified everything is good to go.   This problem seems to have started after I got a partial refund on an eBay sale recently.   At that time I made another purchase and had the same error come up but eventually the sale went through.   Now I can't seem to buy anything and have tried multiple times but nothing goes through successfully.   ... I can login okay only from your main page when the email and password fields show up. The last few days they don't show up, I get sent to this page: <removed> and every time I try logging in from that page it says "some information you entered isn't right". I've carefully entered my password and even pasted it from my password manager but I can't login from that page. Once I click the back key I get back to the main page with the animation (of the girl using a cell phone)  and then the email and password fields show up and I can then login okay. When trying to print shipping labels from eBay I get sent to that same problem page. This has only happened in the last few days. I've tried different browsers, different computers and different operating systems all with the same result. Computer and network field engineer for 30+ years.    I have no problems logging in to eBay.   I do use a PayPal security key but it works fine in the scenario described and also works fine on eBay.     ...
