There is a very simple solution: Once the buyer receives his item verified by a tracking number, he has maybe 24 to 48 hours to make a claim if they discovered shipping damage, a wrong item, an item that doesn't work, etc. Once the time has passed, the funds are released. With high end website design options, it's elementary for Ebay to have a check box that the buyer has to check indicating that he agrees with this policy, prior to bidding and prior to him being allowed to use Paypal.. If he refuses, then Paypal can't be used for that auction. Once the item is verified to be in the hands of the buyer, and automatic clock starts running. After the specified amount of time, the funds are released automatically. My cousin is a very advanced software engineer and has a thriving website design business. He has designed websites for years. He said this would be extremely easy to do. If Paypal were interested in customer satisfaction, they'd do somehting like this!!!
