I've been in touch with both PayPal's merchant services and UPS's customer support. Neither party is willing/able to iron out the simple discrepancy between what UPS bills and what PayPal then bills us. UPS claims that my negotiated rate is being billed to PayPal PayPal claims they are "just a portal" and make no profit on shipping labels As it stands now, the shipping discount on our UPS accounts is being given to PayPal, not to us. And no one in either company is interested in remedying that.
