The seller isn't required to provide you with tracking information ASAP (or at all really).  Your claim that he is at fault because you couldn't track the item is a little off.   Did you neglect to update your address on file with paypal?  How else would he have your old address?   The post gets confusing because then you say the post office left it at your apartment door -against policy.  Was it forwarded to the new address?   The seller can't control what employees of the post office do with your package.  He can't force them to follow your apartment policy.  He mailed it.  It was delivered.  The problem was after the seller mailed it, then after the post office delivered it, someone stole it.    Someone stealing something after the seller has done his part of the deal doesn't entitle you to a refund. If I purchased a TV from Wal-Mart, then after I left the parking lot, someone stole it from my car, I couldn't get my money back from Wal-Mart. ... View more

You can't spend any amount that says pending.   You have to wait until the pending drops off before you can spend it.  Sometimes paypal holds the payments longer than they should, I wouldn't purchase anything until you know the money is available. ... View more
