If your payment has gone through 3 times we can contact the seller on your behalf and request they use the 'Refund Link' to send the funds back to you.
If you cannot see the payments going through PayPal it sounds like your bank are actually just holding the funds as they believe they are going to be claimed, if you contact them directly they can release these.
