I am sorry you are receiving conflicting information. This error can occur in different instances. I would suggest contacting PayPal directly and someone can take a look at your account with you to see why you are not able to add your bank account. To contact PayPal directly - log into your PayPal account, click on the Contact Us link at the bottom of the screen and you will be given a phone number and a PIN.
