I have another account with Paypal that was limited twice last year whilst I was working overseas. The first time it occurred, I managed to get the restrictions listed very easily. The second limitation was put on my account in November 2010 and it's still there! I have completed ALL of the ID verification procedures but still my account is limited. I received confirmation that I could withdraw funds, so emptied all of the money that was left in it into my bank account. As I received a new debit card, I registered a new account with Paypal (this one) so I could continue to use the service. However, due to the limitations, I cannot close my old account. I would like the account closed so that I can add my bank account details on to my new account. I emailed customer services whilst I was working overseas but no one even replied to my email. I just got a standard response about removing limitations by confirming ID which I have already done! Please help!
