I've noticed that funds are only held for items that i sell on ebay. Any sales that i make anywhere else clear instantly like expected. I contacted paypal about this on several occassions and i've always been informed that i need to send them proof of delivery for each and every item that my funds are held for. Even then i always have to wait the full 21+ days after delivery to get my money. Seriously consider selling somewhere other than ebay. I'm not saying to stay away from the bay but maybe more sales in other places will help keep your money flowing smoother.
