Hope PayPal staff or someone can answer this still Remaining question, which is also relevant for me:   Does PayPal (now or plan to) allow All-Or-Nothing fundraising, like Amazon Payments do for Kickstarter.com?   That is (having Donor, FundraisingPlatform and FundraisingBeneficiary):   Charging c1) Not charging donor if TargetAmount is not reached , triggered when reaching FundraisingEndDate and/or FundraisingTargetAmount.   HowDelivering - one leg or two legs h1) By sending donors money as two payments where both are OneLeg; one payment being a few% to the platform as its fee, and the other payment with all the rest directly to the fundraising beneficiary. h2) Or, even if much worse: sending donors money via the fundraising platform (two leg transaction).
