In the past, when I receive a payment from a sender and could not provide the service requested, I would request a refund via Paypal (i.e hit the refund button on the transaction) and Paypal would send the full amount back to the sender. The last 2 times I had requested a refund, instead of sending the original payment back to the sender (including all fees) Paypal instead took the full amount out of my bank account and sent a e-check back the sender. Then I had to "receive" the payment (less fees) and show it as income to my account. Note - I never "accepted" the payment from the client, I selected "refund" right away. I called Paypal and their rep was not helpful. I don't think her English comprehension was good and I don't think she understood my question about Paypal's policy. - Can I still issue a refund and send back the original payment, without being charged a service fee, and without running the payment through my bank account? - Or will I always incur a processing fee when issuing a refund? Thank you.
