I know how important it is to have your account running smoothly. Please note that if you are moving out from one country to another country, you will have to close the account and create a new account in the current country and just cannot change the address on the account as PayPal is country-specific. If you have moved to another place in the same region, please check the help center article to know more information about why you're unable to make changes. If everything looks fine on the account as per the link shared, kindly clear the cache and cookies and try again later using a different browser or device.
