I received a similar e-mail with only a number in the subject field and a blank body. However, there was actually a 1x1px image in the body coming from https://email-edg.paypal.com. I forwarded the e-mail as the other commenter suggested, but all I got back was a reply that it wasn't a phishing e-mail. It appears to be some kind of tracking e-mail from PayPal, but it seems odd that PayPal didn't provide any reasoning for the message.
