Odd paypal email - blank body, with numbers in subject header

Hello everyone, I am hoping I am not the only person receiving this particular type of email from paypal, or that it is possibly a glitch. I recently received a paypal email from paypal(at)e.paypal.com with a string of nine numbers as the subject header, and the actual body of the text was completely blank. Unsure of what this means, or why it was sent, but if it was actually a phishing scam you would think that there would actually be a message within the body of the email. Suggestions? Comments? I received a similar e-mail with only a number in the subject field and a blank body. However, there was actually a 1x1px image in the body coming from https://email-edg.paypal.com. I forwarded the e-mail as the other commenter suggested, but all I got back was a reply that it wasn't a phishing e-mail.

It appears to be some kind of tracking e-mail from PayPal, but it seems odd that PayPal didn't provide any reasoning for the message.
