They are so inhumane, don't listen to the sellers and automatically find the seller at fault. Today's latest example from my issue: buyer gets a coat from me at the end of Dec. I agree to ship to Germany, and ship it 1/2/10 Priority International with appropriate customs documentation. I also take out insurance (without charging buyer) and just charge him the fee $48.50. The package goes to US Customs shipping center in New Jersey (from Mass.) It leaves NJ on 1/6/10. Tracking confirms that, but the post office says it has no control once it leaves US soil, and is probably sitting in the German customs office in Frankfort, and they can take however long they want to forward the package. Buyer submits a claim with PP and they place a hold on the money. (which also included two other items which were shipped separately in an envelope) Here's the kicker....buyer lists reason as SNAD, and in the complaint says he hasn't received the jacket yet. (okay, how exactly is the item "significantly not as described" if you HAVEN"T GOT IT YET?!!!) I've responded to the claim which in fact has the tracking number on it and states that it left NJ on 1/6/10. How am I at fault if German customs sits on their a** and doesn't deliver the package? And I can't put in an insurance claim until 30 days have passed, yet PayPal will side with the buyer, give him the money back within a week, and he'll get the jacket whenever the German mail service feels like it. So he gets the jacket for free, and I only get to recoup 3/4 of the money, since PP is holding the money for the other two items which he already received. I've asked the buyer to contact the German customs office, give them the tracking number, and see if he can find out when to expect delivery, He has not responded, and at this point it looks like he's going to get his money back, eventually get the jacket, and I'm out $54 and will have to wait for insurance to pay the other $175, which will take an act of Congress to process.
