Welcome to the PayPal Community Forum! I'm sorry to hear you've run into some issues with a recent dispute. It sounds like the buyer had opened an Item Not Received dispute, is that right? Normally, PayPal will only ask for a tracking number when a physical good is being sold. However, when PayPal looks to apply your Seller Protection for a service you provide, they'll ask for some kind of compelling evidence that the service was provided. Since it sounds like the case has already been closed in the Buyer's favor, I'd recommend contacting our Customer Support to see if the option to appeal the case's decision is available. If an appeal is not available, you may want to try reaching out to your customer to see if they're willing to pay you on some kind of schedule.
