I purchased an item. PayPal deemed it a cash advance. I see this policy regarding naming purchase as cash advances in Community Help   Do I get charged a cash advance fee when using my debit or credit card to make a payment? No. When you use your debit or credit card, you will not be charged a cash advance fee for sending money for goods or services. For those payments made as gifts or to friends and family, there is a fee that the sender can either pay or opt to have the receiver pay. For these types of transactions, PayPal charges your debit or credit card only for the transaction amount. Note: If you make a cash advance purchase with a credit or debit card, the card issuer may charge a cash advance fee. PayPal has no control over third-party fees. To avoid incurring fees when making a cash advance purchase, you may want to use a different payment method, such as your bank account or an e-Check. Thank you for your feedback.   I filed a complaint and PayPal has denied the complaint. I have not received the purchased product.  Vendor says product was shipped. My credit card issuer has charged me $10 cash advance fee and is charging me cash advance interest accruing daily. What if a purchase is deemed a cash advance?

I paid for a product using my personal credit card through PayPal as I often do. This week a vendor charged my credit card for a cash advance for this ordinary product purchase. The vendor does not respond to my emails and has not told me they shipped the product. My credit card issuer has charged me the full purchase price, plus a $10 cash advance fee, and is charging me daily interest on the alleged cash advance. I reported this to PayPal. Response was "No problem.  Vendor has not violated policy. Your case is closed" I disagree.  I see an answer from this community that ordinary product and service purchases are NOT categorized as cash advances. Customer service is not responsive. I want to cancel the order if it still has not shipped and a full refund of the purchase price if it has not shipped. Whether or not it has shipped I want a full refund of the $10 cash advance fee. Next month when I pay my credit card bill in full, I want a full refund of any accrued interest on the alleged cash advance. I do not believe I am being unreasonable. I have had a PayPal account for a couple of years, using it now and then for purchases both personal and for my business. I registered my personal credit card and my business credit card (for my sub-S corporation).  I see reasons for maintaining separate business and personal accounts, and want to get it right the first time.   The nature of my business is such that I don't want to bill clients or accept payments through PayPal. All I want is to pay for my business purchases.  I don't see such a plan under PayPal's Business tab.  So the best approach I can guess is to open a second personal account.   Any corrections or suggestions?   Thanks!
