I'm wondering the same thing. I just had the same thing happen, although not with eBay. The vendor's invoice included shipping, but PayPal did not have shipping calculated, and when I put in my zip code, it calculated shipping as free. I thought at first that maybe it was some kind of special the company had with PayPal, but then, to anticipate problems, I decided to look around just to make sure, but I did not find any info on PayPal's site. So then, I decided to use their "help" function to send them an email to ask, and, sure enough, you have to decide what issue you are writing them about, and this issue is not in their list. There is nothing anywhere similar. My pet peeve ever since they invented phone trees was that whatever I want to call a company about is usually not among the choices they give you to select from in order to be transferred to a human being; this is a glaring example of the same thing on a web site. Someone had the job at some point in time of categorizing the different reasons that he or she thought people might be wanting to email PayPal so that the server would automatically forward each email to the appropriate department; whoever had that job might have been new, or may have just trying to get PayPal customers annoyed at PayPal, or .....
