Recipient can't access funds I sent, and now I can...

So, I sent a lot of money to someone who is an idiot; they don't have a bank account into which the funds could be transferred. But he is unable to access the money in order to send it back to me. Why isn't this money available to him as a "PayPal balance?" Did I just donate all this money to PayPal? Why can't he reverse the transaction? Why can't I automatically request that it be returned after a specific amount of time has passed? ... View more

Pending transactions / remove checking account and...

Numerous fraudulent transactions have been taking place over the last two years. My checking account and debit card are linked to my PayPal account and I can't remove them. Every time I try to remove the funding source, I get an error message stating "you can't delete this account while there are pending transactions." I deleted all of my automatic payment recipients from my account, so there should not be any future outgoing payments scheduled. What other transactions could possibly be pending? Why aren't these transactions showing up in my account if they are "pending?" I should be able to delete my funding sources no matter what. Even if I did have a pending transaction, the word PENDING means IT HASN'T GONE THROUGH, so just cancel the freaking transaction. If someone was sending me money, send it back to them. If I was purchasing something, cancel the sale. It doesn't seem that difficult. Why can't I view which transactions are pending so I could handle them appropriately? I should be able to monitor outgoing payments from one screen. It can't be that difficult for PayPal to create a "transactions scheduled to automatically be debited" page or something. ... View more

It took over a MONTH, but I eventually ended up getting the package back. I couldn't believe it! I knew that it was just sitting in limbo somewhere, and that was so frustrating. I don't ever want to go through this again, but I suppose it was a good learning experience. (Experience is what you get when you don't get what you want) ... View more

I had so many of these "INST XFERs" and I would ask my bank to look into it, but they would say to ask PayPal, and vice versa. It seems like no one wants to take responsibility for this rampant fraud.   I don't understand why there can't be a better "paper trail" or tracking system.   I'm sure all of us would have been able to figure out what was going on sooner if there was a way to look up a particular transaction using a reference/transaction number, for instance. It's worthless for transfers to just appear as "ACH Withdrawal PayPal, INST XFER." Obviously, the money is being taken out of an account and being put into another. I submitted a package intercept request and my package is lost forever now. There have been no updates to my package location since I submitted the request; all the USPS website says when I enter the tracking number is it's "in transit." I had a whole bunch of gift cards in my package and I have no way to recover them! This is a huge loss. I only mailed the package less than 20 miles away. Ridiculous. Trying to call the Customer Service line is a joke. I do not have an accent; I do public speaking, and the automated voice that tells me to spell my first and last name and my address cannot understand me. The whole thing doesn't make sense! I wish my package would just get sent to the original destination if they are not going to return it to me. At least someone would enjoy it. Now both of us are left without the items. ... View more
