Paypal is biased against sellers with regard to non-receipt claims using international first class mail -- I shipped an item to Canada via Int. 1st Class and the tracking shows it went thru several channels before leaving the U.S. -- I can PROVE shipment, the buyer CANNOT prove non-receipt, and yet the money was taken out of my account as a charge back to the buyer. This is VERY dangerous for sellers and this illegal loophole needs to be CLOSED NOW -- Paypal is a joke with regard to these judgement... their seller protection page says they have you "covered" when you do all of the things they require, but if you do all those things, and use international first class, you will not and cannot win a non-receipt claim because tracking ends at U.S. borders and therefor there is never a "delivered" status put on your shipments! I would like to know under what cicumstances paypal will actually cover anything out of their own pocket? I guess the answer is under NO circumstance whether you continuously send them fees or not. This is a ridiculous policy and actually promotes FRAUD by buyers outside the U.S. -- PAYPAL, LISTEN UP AND MAKE CHANGES HERE! -- Require insurance or registered mail or SOMETHING... you cant just keep giving these buyers their money back every single time... it will result in people denying foreign buyers, but atleast they will be PROTECTED... isn't that what your supposed to be doing with seller PROTECTION?
