Sorry for long message, but want to be clear and complete. In late May I bought an item on EBAY. Seller contacted me 2 days later with an offer to sell "items needed to make the original eBay item work" for $225. I agreed and sent the seller $225 by Paypal as a ""cash Transfer". All Items shipped 3 weeks late... When they arrived, the eBay item was clearly different than described (like describing a V8 Chevy Corvette, but sending a 4 Cylinder Chevy Metro..).. Just the manufacturer name was right. Anyway, contacted seller and he agreed to cancel transactions and send me refund for both the Ebay item and the $225 cash transfer items... So I mailed back the items to seller. As time was passing, I notified seller that I would need to get refund by a specified date, Or I would need to submit a dispute with paypal. He did not refund by that date, so I submitted dispute to protect myself as buyer. Evidently Paypal did more than they stated in my communication with them... They froze sellers account for the amount of the dispute. So, Seller got angry with me and stopped communicating with me. As I have signed receipt for returned package from USPS, I escalated to a claim. Described in that claim that I expected to get the $225 back also from this seller as those items were also returned.. Problem is that paypal does not seem to allow dispute for a "Cash Transfer". I received refund from Paypal for the Ebay item... But not for the $225 cash transfer.. Do I have any buyer rights for this? Is there anything I can do. I am currently unemployed and can really use that $225. And feel that such a poor seller should not make any money from me on this transaction. Any ideas or help would be appreciated!
