I have the ANSWER! The reason it will not work is because you have not used your ups account for a year. Go to the paypal "My Profile", then "my selling tools", then click on update for shipping preferences, (under shipping tools), click on "remove ups information". Now you just have to sign up for a new ups account, once this account is good you can use it and get your proper discount.
