In my case my issue was resolved by Ebay who instructed Paypal to issue a refund. I would say Paypal is unlikely to have much of a role in this. It is a payment service owned by Ebay owners and carries out charging of Ebay customers per Ebay instructions. In case of an Ebay Shipping Program package the seller (if in the U.S/Canada) should only receive the sum for the item sold and not charge for any shipping. The buyer is charged by Pitney Bowes for shipping plus any customs fee. The seller receives a "prepaid" shipping label to put on the package and ship. Maybe that seller did not understand that. I don´t know if he is supposed to print it himself from an Ebay page and put it on the box or if he somehow receives that shipping tag by other means. But that is how it is supposed to work.   You sent the seller more than he should have received and thus paid the shipping twice. So Ebay / Pitney Bowes have probably done things correctly and you might not get refunded by them. The seller wasted his shipping label and used your money instead.  Or maybe used that label (check the box if you still have it) and tricked you to pay twice so he got that shipping fee into his pocket. Isn´t it that Pitney Bowes charges the buyer for the customs fees before shipping ? And then the package arrives without any additional customs fee to be paid at arrival which is the whole point of that arrangement ?     ... View more

A followup on my case: I raised the issue with Ebay and it took only 2 days they arranged for Pitney Bowes to refund the shipping ! They told me the issue when the seller cancels has not covered automated cancelling of shipping charges. So this needs to be done manually.  By me raising the issue with Ebay the issue was resolved.  So you should not sit with Paypal hoping they fix it. It seems it can happen as well if your credit card does not have funds to pay for the entire purchase including shipping and import taxes then the Pitney Bowes part can succeed while the rest fails ? ... View more

PayPal have told me it is NOT an issue of concern for PayPal. People who have problems with this need to talk to Ebay. So, Ebay have launched their Global Shipping Program without having all functionality resolved. When a seller cancels and refunds payment for a product this does not cancel the Pitney Bowes shipping fee. That fee is charged as a pre-paid postage, technically regarded as already purchased by the *buyer* of the package. If the seller choses not to ship the package then tough luck; you have already paid and if the package was not handed over to Pitney Bowes for shipment that is not regarded as their problem. So in my case before the seller sent off the package which already had the address label on it, it was discovered that the part would not fit and the seller thus did not send the package off but refunded the product price. The already charged Pitney Bowes fee was over 100 dollars for this heavy part. And I will never see those 100 dollars refunded. I am in a similar situation now.   A seller was going to ship two brake discs from the U.S to Sweden. Just before he sent them out I discovered that the brake discs will not fit my model year of car and the seller had not specified that they only fit the two first model years for the car. So the seller agreed to cancel and not ship the brake discs. He refunded the price for the brake discs. BUT Pitney Bowes had already charged me for the shipping costs which are substantial; 82 dollars even though no package has been sent. In my case (I reside in Sweden) I have a MyUS.com  shipping account with a Florida address. But there is no way for me to set that address as Ebay primary shipping address. And due to this I am not allowed to bid on goods where the seller require that the buyer have a U.S primary shipping address. I cannot see why this limitation exists. If I have a US shipping I should be able to bid on auctions that require the buyer to have a US address. But I am not allowed to specify a US address.  The MyUS.com service can handle all payment with the seller in a fully US way so that would not be an obstacle. ... View more
