I’m sorry to hear about the challenge with sending the payment.
If your card is enabled for online payments and you have sufficient funds in the balance but you can’t complete a payment it would suggest that the transaction is being refused due to higher than usual risk involved.
Have you made any changes on your PayPal account before attempting the transaction?
Please try clearing cash & cookies or changing the web browser before re-attempting the payment. If that won’t help, please try changing the funding method, for example add funds to your PayPal balance and try to fund the transaction in that way.
