I would assume the child has to at least meet the legal age of concent in the state you reside before Paypal could issue a card. Use of the card requires they sign on the dotted line (or enter some verbal contract) saying they are abiding by the Cardholder Agreement. I'm not sure a 10 year old could be expected to even understand what a contract is much less agree too it. I should note that obviously this is "theoretical" because no 10 year old is going to be hauled into court and held responsible for the account but I have also noticed that Paypal also seems to be the only company willing to risk issuing a 13 year old a Mastercard. It would not be a long stretch from here to the fence post in some conservative town somewhere for a jury to find Paypal complicit in the dissemination in pornography when some 10 year old uses their debit card as ID to access an illicit website. All the other prepaid cards I can find at the local Walgreens say you have to be 16 or 18 (depending on the issuer).
