I am sorry to hear this is happening, I know this must be frustrating. It sounds like you may not have allowed the PayPal app to have access to your phone contacts yet.
I would suggest you go to the settings on your phone/device, and enable PayPal to have access to your contacts. Typically, this can be found in the privacy section of your settings. Once you have done this, please refresh the app and try again.
