The best advice I could give you would be for you to contact customer services directly. When you contact customer services, we can investigate your query further and if possible, we can try to remove the bank account/card information from your old PayPal account.
The only difficulty that you may face is that we may not be able to remove a customers card or bank information while there is a limitation in place on your PayPal account. We will however have the ability to assist you further in resolving the limitation on your other PayPal account.
