How do I open a second dispute on a purchase?

I had a billing dispute on a purchase. It was denied and the case was closed. Since then, I received the product and it is not as described. The seller is from Italy, not the USA and the product was an imitation of the real product. The seller used a video of the real product to sell their fake product. I tried to open a dispute, but I can't. I go to the resolution center and it will not allow me to open another dispute. I get the message the case was already closed. BUT this is a new problem with the same purchase. I have spent three days trying to contact a human at PayPal and have gotten nowhere. AI isn't any help either. Anybody know what I can do?  ...
