Hi friends! I'm looking for some help. I made an online purchase at a clothing merchant around Christmas time. They billed through Paypal under "TikTok." The merchandise hasn't shipped yet. Is there a way to file a dispute with Paypal for a refund? Thanks for helping! The Paypal system isn't allowing me to file for a case for resolution because the system claims that the transaction was authorized. The merchant has not shipped the clothing and I do not have any tracking or shipping information either.
