It was quite a long time ago, but I tried to link my bank account and every time I got an error, most likely because PayPal did not know about the existence of Kazakhstan. After several attempts to link my card and bank account, my account was permanently blocked. Unfortunately, support is only available in Russia, and since this is a completely different country there will be a call charge, I have no idea how to contact PayPal.
