@suarezasdrubal @atdavidlee Exactly the same problem here, but I found a way around it! Usually, I don't send my invoices via the PayPal system but just 'print as PDF' and then send by email, and mostly I receive payment by non-PayPal means. This leaves the invoices status as 'Draft'. Since this problems started a few days ago, I now explicitly change the invoice status to 'Shared' by clicking the three vertical dots, then selecting 'Share link', and when the next window pops up, I just close it (without sharing anything) and after that the invoice status changes to 'Shared'. I've found that after I've done this this I can then record a payment in the usual way. I hope this work for you too, and helps you! By the way, this is just another of those annoying "what did PayPal do in the background?" problems that happens seemingly every few weeks. I find there's regularly problems of one kind or another, which is very frustrating!
