Hello @chooseanamekeit,    Welcome to the PayPal Community Forum! I'm sorry to hear there's still a little confusion regarding what fees are charged and when. The 0.05 and 0.13 charge and -0.18 debit is part of the confirmation process to confirm your bank. PayPal sends two random deposits for you to confirm and then debits them back after the bank is confirmed.  If you were to send a Personal Payment via PayPal from the US to Ukraine, the receiver may be charged a cross-border fee, and potentially a fee for any currency exchange if a currency conversion were to occur. I sent my concerns to the resolution centre and they simply said it was not an unauthorised payment and refused to refund the money.   It is a scam that has gone viral and PayPal says it is legitimate   How do I get my money back? ... View more
